We used to be able to approve or request changes on already merged pull requests (Bitbucket Cloud) but have recently noticed the approve button is no longer available once the PR is merged. Is there a setting to allow this again?

This change was implemented recently and was a change that was intended.
Bitbucket is improving its compliance posture by freezing the state of a PR once it has been merged/declined. Changes to branch restrictions will no longer be reflected in merged PRs:
Minimum number of approvals
Minimum number of approvals from default reviewers
No changes are requested
No unresolved pull request tasks
Minimum number of successful builds for the last commit with no failed builds and no in progress builds
Changes to the following actions will no longer be permitted on merged PRs:
Tasks
Reviewer approval status
In other words, users will not be able to edit tasks or approval status on a merged PR, nor will updates to branch permissions in repository settings retroactively update the merge checks on a merged PR.
