Alternative to workspaces/projects?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

Hi, We have quite a large development team with thousands of repos at this point and we're struggling to organise our repos effectively using the features available in BitBucket.

Our work is structured as below (a very simple abstraction)

  • Internal work (team 1 )
  • Internal Work 2 (team 1 + team 2)
  • Customer Work (team 1 + team 2 + team 3)
  • Other work (team 1 + team 2)
  • Other work 2 (team 1 + team 2)
  • etc....

so we're making use of a single workspace with many Projects each with one or more repositories in them.  

Basically we need another level of organisation above/below a Project, obviously there are workspaces but as i understand it we would have to pay for each user in each workspace??

we'd need between 4 and 10 workspaces to have our source well organised but there is no way we could justify 10 times the cost...

so can you confirm my understand of the cost is accurate and is there any other organisation level i'm missing? or the ability to have a project inside a project for example
