The screenshot you posted is about Bitbucket Data Center, not Bitbucket Cloud (the deployment type you're using). Therefore, it is not available for you.

To be honest, it is not part of the core Bitbucket feature not even on DC, but offered by this app. And that app is not available for Bitbucket Cloud.
