401 in Bitbucket migration

I want to migrate the bitbucket server to cloud by using bitbucket clou migration assistant, and after I chose the migrate from and migrate to, clicked confirm, I got a error message:

{"message":"Client must be authenticated to access this resource.","status-code":401}, how can I solve this?
