How to solve 'Docker push to private repository pushes already pushed layers' issue?

We are getting a little desperate with using Bitbucket Cloud Pipelines in combination with our private on-prem Docker registry. The Docker push from BB Pipelines is so slow (around 5 minutes) that this has been a showstopper for us to continue migration to BB Pipelines.
This issue has been open for a long time and there does not seem to be any progress on it:

Maybe somebody knows of a workaround for these very slow Docker pushes?
