Do I need to give admin access to allow a user to be able to administer a bamboo group? It doesn't make sense to me to provide that level access for someone to be able to manage their own group for a particular build and deployment plan. Am I missing something?
Per support that is correct, you must be an admin to be able to administer a group.
A feature request has been created. It states "Create a new feature in which the Bamboo allows a User to manage your own Users Groups, without having access to the other administrator menus. (Like a group owner role)"
