how to remove this signup window in the login screen

Hi team ,

each log out and log in bamboo home screen dashboard shows the signup window, I wanted to remove the signup window because we already integrated with JIRA for login source

Click the  icon in the Bamboo header and choose Overview.
Click Security Settings (under 'Security') in the left navigation panel to open the 'Global Security and Permission Properties' page.
Click Edit on this page.
Select, (or clear) the Enable Signup? check box.
Select Enable Captcha On Signup if you require an additional security measure to prevent brute force attacks.
Click Save.
Log out of Bamboo and verify that the top menu bar now contains (or does not contain) a Signup link.

I have already disabled it, but still it is showing the sign up dashboard, 

Which was worked fine before but not working after upgrading to latest version 

Please advise
