custom elastic instance doesn't have bamboo agent running

Hi
We have used the following documentation to create a custom ami.

Only additional software installed is for security compliance mandated for our project.
However, the running elastic instance doesn't have bamboo agent running. Any suggestions as to how to fix the issue.
