What permission level is needed to clone a deployment project?

I'm trying to figure out what permission level is needed to clone or create a deployment project in Bamboo.

Permissions are outlined here: https://confluence.atlassian.com/bamboo/bamboo-permissions-369296034.html

I believe what you are looking for is the "Create" global permission to allow someone to create/clone a deployment project.
