We are having issues running new build stages on our Build plan with Java Specs enabled. When checking the requirements of the job, it shows the newly added jobs can only be built by 2 offline nodes while the jobs that were already present in the specs file are able to run with no problem. The newly added Stage/Job has no requirements. Currently, we have dedicated individual build plans to certain agents. I have tried rededicating and all agents. That did not fix the issue. Rebooting bamboo also did not fix the issue. This is now affecting our ability to add new stages to our build plans.

It may be the case of an Agent dedication that you are not aware of. Please check the following KB to identify any missing Agent dedication configuration on your environment:
As your issue is impacting the ability to run Plans, in case you have a valid license, we recommend you open a ticket with Atlassian at https://support.atlassian.com/contact. There out Support Engineers will be able to assist you and request more information from your environment in a private way.
