Is there a way to create custom dashboards?

I'm glad to hear that you are evaluating Bamboo. It is a very powerful tool for CI/CD.

Just to confirm, are you talking about Wallboards?
If so, the only configuration available is what plans will show in the wallboard (all plans, favourite plans or filtered plans).

We have a pretty old feature request about it (unfortunately not getting that much traction over the years):
[BAM-8854] Provide More Customization options for the Wallboard - Create and track feature requests for Atlassian products.

If you are talking about the main view (build dashboard) the answer is no, but if you could share what exactly you are looking for, I might be able to help you find a better way to locate the information you need.
