Bamboo boostrap failed

After updating licensing and updating to the most current version of Bamboo I am getting the following error.

Bamboo bootstrap failed: Failed to run pre-bootstrap upgrade tasks. Please contact Atlassian Support at https://support.atlassian.com

After referring to the documentation it says that my licensing is out of date, but I clearly is up to date. How do I get past this?

there should be more details in Bamboo logs
