I have all filters and data set up correctly (I believe) but am receiving no data in the capacity tracker.

What is your "capacity tracker"? Is that a marketplace addon / app or something else?
Also I note you posted this question in the Atlassian Automation area. Is there an automation rule related to this tracker?
