Rule when a fields value is changed

Hi,

Im really new to Jira and I have been asked to create a rule that sends an email to the reporter when the assignee changes the priority. 

The rule I set up is basic and it works fine:

When: value changes for:

Priority

Then: Send Email

 

But if I create a new ticket as a user, I still get this email stating that we have changed the priority. How do I stop the rule from sending that email? I only want it to send the email if the assignee changes the priority.

But follow up questions:

1. What does it mean that condition?

2. Only if the ticket is assigned, you get the email. How come?

This advanced condition checks whether the user who initiated the priority change is issue assignee or not.
