If you mean to have a pop up appear to a user on field-entry (e.g. on mouse click) or whenever a user will try to click on a field, then no. There isn't a way to do that.
If there is a custom field of text and someone tries to edit the field, then a pop-up msg should come saying "the field should not be edited at this time".

No you can't do that.
What you can do is to remove this field from the Edit Screen and create a self transition with a screen including only this field, to the status(es) you want your users to edit it.

What do you mean by "selection of custom field"? Someone highlight the content in it to copy and paste? Click on it? Edit it?

1. Let's say there is a custom field of some dropdowns and i want to notify or give a pop-up msg on selection of some dropdowns from that custom field.
