Is it safe to assume that all external customer accountIDs start with 'qm:' ?

For example:

qm:602xxx accountId is referring to customer-only users from Jira Service Management. It doesn't refer to any other account type apart from JSM customer-only account.

so the naming convention for customer-only users will always begin with "qm:602xxx" ?
