Can "you don't have permission to this portal" be customize?

Want to ask regarding when we don't have access to that portal, it will show 
No Access,  You don't have permission to this portal.

Can the announcement be customized?

The short answer is no, you cannot customize that message.

Nope. You could try using an app from the marketplace, but I have no idea if they provide the possibility to change that.. I doubt it, but trying it will not harm you :)
