Calculating capacity based on story points

Is there a way to calculate capacity being spend on a particular work type classification?

I want to see if there is a way to pull in % of capacity that is being allocated to a specific work type classification by team. 

We ask teams to allocate ~20% of their capacity to RTE, for example.  How can we pull to see if that is actually the case when estimating in PI Planning. 

Not sure this can be done, just thought I would ask.

Personally as a former agile enthusiast, scrum master and agile consultant I do not see the correlation here. Isn’t „capacity“ within a person’s/role’s context whereas story points don’t say anything about the capacity/time effort a person is spending?

Where would you like to see/pull in the capacity? What would be the base for it? What if an RTE is involved in 7 stories? can i have 20% in each of them? why is it kinda „fixed“ value? Isn‘t each story different? 

In general there are (kind of) tools that could manage better capacity overview/planning. In cloud I guess „advanced roadmaps“ (guess now called Jira Plans) are a good beginning for creating „teams“ and planning/sharing ressources.
