While Migrating JIRA SERVER to JIRA CLOUD ,How can disabled users be discarded?

In migration-

Source(JIRA SERVER)

TARGET (JIRA CLOUD)

disabled users should not be part of migration if no issue is assigned.

Best thing to do is delete the users from Jira before upload. Jira will only let you delete users where you won't do too much damage to your history (reporter, assignee and commenters)
