It's not normal practice for Atlassian to facilite a full migration. They will if needed support you with issues.
I feel like what you are looking for is a partner to work together with on your cloud migration journey. I'd suggest you to look at the partner directory https://partnerdirectory.atlassian.com for a local partner to help you out!

Completely agree @Dirk! Atlassian has tools to assist with migration, but they only become involved when you utilize a partner. The partner can also help you secure licensing, extended trials, direct you in best practices and help your organization make the change to cloud.
