You will need to take several aspects into account

License tier. Please check the links below to get an idea what the costs will be if you migrate to DC  / Cloud

In addition you will need to check if 3rd party apps you might use at your server instance are available for DC / Cloud and what the pricing for these apps.

Besides that you should also take the costs into account that are needed to do the migration itself (Tests, Production migration etc)
