My organization are planning to migrate from a local Bitbucket server to bitbucket.org. The migration guide (https://support.atlassian.com/migration/docs/plan-your-bitbucket-server-to-cloud-migration/?_ga=2.10837364.1350135032.1597021693-1498980259.1557432741) says that "There's no supported method for migrating ... repository metadata like pull request history and comments." This warning is repeated in the FAQ (https://support.atlassian.com/migration/docs/faqs-about-migrating-to-bitbucket-cloud/) .
Our PRs and comments are important to us, for historical purposes.
The other limitations we can work around. We have successfully done a test migration of two repositories on our server. We have migrated source, tags, and branches. We have set up users and permissions manually on the cloud. Those are not obstacles. However, the pull requests are really important.
The links at https://jira.atlassian.com/browse/BSERV-8496 do not provide a lot of hope or help at this time.
Does anyone have a solution for this yet? That is, a way to migrate the PRs and comments?

Glad to share that we are working on a Bitbucket Cloud Migration Assistant (BCMA). Currently this is in Early Access and can be downloaded from the BCMA Versions Page.
This space also contains support documentation and known limitations on the product, so please do read before using the tool for your migration.
Please note some functional limitations on the tool as of today (August 2021):
+ The tool can migrate bulk Projects, Repos, Users* and Pull Requests*
- PR*s: only migrate the Diff, not comments reviewers and approvers.
- Users*: only active server users, not inactive
These limitations on PRs & Users will be lifted as we push towards General Availability of the BCMA on the Atlassian Marketplace. Follow the roadmap for details on this release.
