Our admin account email is no longer working and we are not able to login into https://admin.atlassian.com/
How can we change that email to some of working email id?

Just to make sure I got it right, when you say that your admin account email is no longer working, does that mean you no longer have access to the email account you used to register your organization?
The email used to login is your Atlassian Account email address. Considering that you can access the account, you can update the email address by following the steps available in Change Atlassian account email addresses.
Ultimately, there are some implications around updating admin emails, such as whether or not the email is the only admin registered in this organization. If there are other admins, they can add a user as admin as per Give users Admin permissions

Yes, We have another administrator but how can we give user admin permissions without logining to admin.atlassian.com.

Clarifying the situation, granting access to a new user would only be possible considering that one of the admins still has access to their Atlassian account. Without access, this cannot be done.
In the possible scenario where every admin is unable to access their respective accounts and are unable to complete the steps to reset their password, outlined below, you will have to reach out to the Atlassian Support.
Go to the login screen for your site.
Choose Can't log in? at the bottom of the page.
Enter your email address, then tap Send recovery link.
Click the recovery link in the email to finish the process.
