Where do you go to "Select avatar > Settings from the menu bar"

This question is in reference to Atlassian Documentation: Plans and billing

I'm having a terrible time figuring out how to upgrade my account. I'm in the position of saying "Please take my money!" but I have no idea how to actually upgrade my account.
