The term "user" on the Free Tier

Hello, I am new to Jira and I would like to know what does the term "user" refer to in the Free Tier. Does it only apply to the team members who can access the dashboard/projects or does it also include the customers who send tickets through the portal?

I apologize if this is a common question, but I would appreciate it if anyone can explain it to me. Thank you in advance.

Hi @Meera Sri and welcome to the community.

On free tiers, you can have up to 10 users - in case of Jira it means people who access and work with tickets. 

"This is the maximum number of users or user licenses you can add to each Jira site."
