I have been adding multiple user accounts to our JIRA instance as our team has been expanding. However, I have run into one case where the invitation cannot be sent for an undisclosed reason. I have tried sending the invitatiaon multiple times over multiple days without success.

What you are asking about is "User Provisioning" which you can read more about here: https://support.atlassian.com/provisioning-users/docs/understand-user-provisioning/
Unfortunately, ADFS is only supported for SSO authentication not user provisioning. If you wanted to accomplish that with your existing ADFS, you would need to setup an Azure AD that uses AD connect to sync with your ADFS server, then you would be able to setup user provisioning with Azure AD.
