Unable to deactivate accounts

Hi guys,

It seems we are unable to deactivate some of our accounts and they have just been sitting there costing us money. How can we make sure we can deactive those accounts?

I can see that while the documentation is technically correct, it would be very easy to misinterpret its intent.
