Is it normal for Atlassian to not respond or is my experience unique? Is it high staff turn over or just poor communication - agents appear jump on with enthusiasm to help but then do not follow through with what they commit to and stop replying. I have tried emailing, no response I have tried calling and can not be put through.

Just for a better understanding of the issue, can you give us more details about what account you need to delete?
If you want to delete your Atlassian account, you can go to id.atlassian.com > Click on your profile picture > Manage your account > Account preferences > Delete your account.
If you want to cancel your Atlassian subscription, you can go to my.atlassian.com > Licenses and click on "Cancel subscription".
If it's related to your Community account, then let us know and we can delete it for you.
