Hi All,
I'd like to use the new User Provisioning feature for syncing our OneLogin users into Atlassian. The users do not need access to any product, they just need an Atlassian account so they can connect to the service desk knowledge base via SAML.
Is there a license cost for provisioned users who have NO product access?

There's an active incident on JIRA and Confluence Cloud (https://status.atlassian.com/). Probably your instances are impacted. As Site Admin you should have received a communication about that. Currently Atlassian restore 99% of customer impacted.
