We have a testing Jira cloud now, and want to create a new organization too use Access in admin tab. But I don't see any button where I can create a new separate from our product organization.

There seems an active incident going on still on the Atlassian Cloud env which impacted a set of cloud product for multiple customers. I will review/check the following page when you never encounter another similar issue in the future -
