I can't find API for the product "Atlassian Access"

We are developing software with our client that integrates with Atlassian.

I tried looking for it but couldn't find it:
https://developer.atlassian.com/cloud/

We want to remove and suspend users of Atlassian products via API.

We also intend to make it possible for our client, for example, to withdraw the license of its users by product.
Example: I want to remove John's Jira license, but keep his Trello license.

Is there this possibility via REST API?
What scopes are needed?

I'm not sure I understand your question. An organization allows you to see Atlassian users and products in one place, but your tickets are for an individual Jira Cloud instance. You can follow the instructions here to make sure your Jira Cloud instance is linked to your organization:
