How do I activate an account that has been disadbled?

Without knowing too much info about your account, if you don't have atlassian access, I believe it syncs all of your users. You would need Atlassian access to sync only specific groups.
I would also assume you have site admin access so you can perform these tasks.
One thing to check though is your product access - if you don't want your users to have access to a product and consume a product licences, then if you disable "New users have access to this product" then any new users would not have access.
Then, in your group/s (especially the All users from G Suite one) ensure it does not have access to product.
