New user not receiving invitation email

There's new user joined company and I invited him as what I did before. However, this time the new user hasn't received anything. I tried to resend in user management tab for several times, and he carefully checked all the mail boxes, there's no invitation mail.

It worked well days ago. And I don't think it's due to company mail server as we're using same company mail server and others can receive invitation mail before.

Any possible way to figure out what goes wrong?

OK, in MY case, I'm an admin, I've specifically invited a team member using this:

https://<company name omitted>.atlassian.net/jira/people/search

She got the email invite, clicked on the link, but it said her access was revoked.

I then set up a new project, selected it as a Scrum, then added her as an admin to the project--still saying her access was revoked.

Any suggestions?

What steps are you taking? Do you use Atlassian Access? Is that connected to Okta? If so, she will need to be added in Okta first.
