Access is for "access to Atlassian Cloud" – so on your Access bill you will be charged for any managed users, that you didn't put under "non-billable" policy in Access.
Product access, e.g. to Jira will be charged on the product bill.
So technically for a user, who is not in the "non-billable" policy, who has access to Jira + Confluence + Bitbucket – you will be charged 4 times: 3x product licenses + 1x Access.
To demonstrate the other side of the "equation": if your Jira site is on a Free tier – you will still be charged for Access for this user, but won't be charged for Jira.
Another "curve ball": if you have a Trello Free user, they need access to Atlassian Cloud – unless you exclude them from the security policies (but why would you do this? do they not deserve SSO, and 2FA, and be generally "managed" by your org?) you will pay for them on your Atlassian Access bill.
And to take it even further – if you have someone who uses none of the products at all, but is accessing Atlassian sites (like this one or the University) under their work email – you will pay for them on the Access bill.

someone from Atlassian can provide you more detailed guidance, including a quote. But basically you pay for Atlassian access per unique users across all of your products. So if one user subscribes to three products, they only charge you for them once.
