Migrating users from one Azure AD tenant to another

We are currently working on the migration of an Atlassian Cloud instance from one Azure AD tenant to another as part of an overall company migration. We will be disabling SSO and SCIM in the current Azure AD environment for our Atlassian Cloud instance, enabling it in the target environment, and then setting up new Azure AD user accounts in the target environment that the current users will then use to sign into all their apps.

Given that the target domain uses a different domain name for both email and Azure AD usernames, we are looking into how we can update the usernames in the current Atlassian Cloud instance so that upon migration, users can sign into their new Azure AD user accounts and continue to access all tickets and other data associated with their current Atlassian Cloud user accounts.

I understand that SCIM cannot be used to update usernames for SSO, and can only be used for email address, name, and other secondary attributes. Is there any way that we can change the username of existing accounts in Atlassian Cloud so that the new Azure AD user accounts can be used to sign into the existing Atlassian Cloud accounts?
