IF an account is deactivated does it take a license?

I am trying to keep my license count down and have deactivated users do those users count in the license count?

No, if you deactivate a user's Atlassian account it is not billable for our products or Atlassian Access. https://confluence.atlassian.com/cloud/manage-your-bill-for-atlassian-access-948237309.html
