How to sync non-verified domain users in Okta to Jira/Confluence using Atlassian Access?

Hi everyone.  My company is currently using Okta to manage our identity access for both employees and non-employees (vendors for example we are working on projects with together).  Since my organization owns our domain, of course, our employees are verified.  However, our hope is to begin managing vendor access to many of our applications via Okta as well.  That is, if a vendor needs access to one of our applications like Jira we first provision them in Okta which we are expecting will then auto-provision them in Jira (via Atlassian Access).  I keep running in to the issue when we sync users between Okta and Atlassian Access where it says "User with ID [ID], primary email [email address from a non-verified domain], is not a managed user".    Does this mean I can't auto provision vendor users that we are working with ?  Or am I doing something else wrong?  Please advise.
