How to make new users assign to nonbillable policy automatically

Hi,

I have 2 policies setup:

1. Users in the local directory as "default policy" and "nonbillable"

2. A SSO-enforced policy which is "billable", and it also has the "default policy" tag

How can I ensure new users who use company email to log in are auto-assigned to the nonbillable (no 1)? The current behaviour is new users got into the billable bucket.
