How do I change a user's email address? Says they're managed but domain verification was never done.

A user needs to change their email address. When they visit https://id.atlassian.com/manage-profile/email, it says:

Managed account
Your account is managed.
Contact your administrator to change your email address.

I'm the original admin of the entire account, and it was never configured to connect to a domain. I can't even the change the email address of my own account as I get the same message above.

If I go to Administration -> Directory -> Managed accounts, it says:

You have no managed users
Your organization does not have any verified domains. Complete the domain verification process to manage accounts in this organization.
