Manually, no. But perhaps, you can reach out to Atlassian Support and see if they can somehow speed that up. But I doubt it's possible. :(
If you're planning to update your email address, but unable to do so because the target email address is an existing one, and you decided to delete the target email address to free up that email address. The better approach is to rename your target email address to something else, and that would free up the email address. Then you can update your email address to that. Once renamed, you can proceed with the account deletion.
