In the instructions to deactivate a user it says that in the top-right there should be an option to select Deactivate. I see "Remove User" but not "Deactivate." Are these one in the same?
Furthermore, if the user has access to the site disabled, are they considered deactivated? Are we billed for users without site access?

Samuel - Only organization admins can deactivate or delete a user from organizations and across sites. The user has to be deactivated or you will be billed for them.

I disabled their site access, but the terminology of "deactived user" isn't seen anywhere. Can I assume that they're disabled if they do not have site access?
I don't see an option to explicitly disable a user per the references you provided.

For anyone else coming across this - I just wanted to confirm that revoking site access does indeed drop the user count and billing estimates.
