The ticket creation depends on your role and your Cloud plan.
If you are a site administrator or a trusted user of a Standard or Premium Cloud site, you can raise a request on support.atlassian.com/contact.
In case you are not an administrator or you are using a Free site then you will be redirected to community where we can help you.
With this said, if you are using a Free site, feel free to let us know more details about the issue you are facing, so we can proceed with the fix.
The application currently says "This feature is unavailable for your organization. To transfer your products to another organization, contact support and raise a ticket under the category Technical issues and bugs."
This is happening due to the blockers on the list. You need to follow those steps in order to proceed and transfer the products from one Org to another.
While you don't remove SSO, domains, API keys, and so on, it won't be possible to transfer the products.
