Hi @Alex Palmer , sorry you're having so much trouble getting started with Team Central, it is not the first experience we want you to have!
It sounds like you are currently mid-migration is that correct? If so, we unfortunately cannot add Team Central to a sandbox instance if it doesn't have active billing attached. It's not ideal, I know, but the best work around is to spin up a free Jira or Confluence cloud instance and add Team Central. Would that work for you?
In ~July 2021 (but don't quote me ) we will start enabling teams to provision standalone Team Central instances. If the workaround I've suggested above won't work for you now, I can ping you back when our standalone solution is ready? Let me know! Thanks so much for reaching out and persisting through what must have been a frustrating first experience.

We are not in a migration and do have active billing attached (we didn’t and couldn’t use our sandbox instance until we did.)
Are you saying we have to use our normal environment to install?
