Atlas: What specifies a user?

Congratulations on the release of Atlas.  Looking at the pricing, is a user anyone that can post on the Atlas system or is anyone who has access (read only, possibly comment).  I am assuming the first but I wanted to verify.

Hi Ken! A user is considered anyone who has access to the Atlas workspace, whether they write updates or read them.
