No. Jira Product Discovery is built on the foundations of team managed projects and issue level security schemes are not available for that type of projects.

There is a feature request for such functionality that you can track here: JSDCLOUD-8749. But Atlassian indicated back in 2020 not having intentions to implement this and has not changed its mind on the topic (at least not in this specific request).
