Team - I created a listener which has to be executed at 2 event, "Issue Update" & "Issue Create". The listener automation works exceptionally at issue update but it is not working at "Issue Create".

Could you please specify what do you want the Listener to do when the Issue Created event is triggered?
If you could also share your Listener code, it would be helpful.

At the issue created event, i was calculating the impact & probability for a rating. i.e at the issue creation, when user enters impact and the probability, the rating should be autocalculated. The calculation is working when issue is updated/edited but not at the issue create event.

What type of fields are you using for the impact & probability and rating?

From what you are displaying, you are using one list to update another list.
Why not just use the Behaviour instead?
It is much simpler and works on the Create screen as well as the Edit screen.
