How could I restrict a user from logging time on tempo for a specific issue

Hi , 

I need to restrict an user from logging the time in tempo in a project for a particular issue e.g (story ) .

Rest other issues can logging to tempo in the same project 

I tried permission scheme , it gave me a impact for whole project 

Please give me a solution for this
