Hello Team,
I am looking for a way to create an automation rule that can trigger on issue updated or Assignee update. But I don't find that in the available drop down options.

My requirement is to automatically update/move the incident state from Open to In progress when the assignment information is filled/updated.

This feature is not yet available - please watch and vote for the following issue to guide Atlassian's roadmap in this regard, which briefly mentions two possible workarounds as well:
Meanwhile, since you have also tagged this with 'jira-servicedesk-development', you might wanna look into the Automation Rule Components tutorial and implement a resp. 'when' handler yourself.
