ART Level Velocity Chart

Does anyone know of a way in Jira to produce or if it's even an option to show an ART level Velocity Chart and how it is done?

Based on your question, I since you may need a solution that allows to track Program level metrics.  If your organization has Power BI you could consider leveraging a connector like Power BI Connector for Jira | Atlassian Marketplace or another one I have found useful is eazyBI Reports and Charts for Jira | Atlassian Marketplace.   Good luck!

This functionality is easily achieved with Atlassian Jira Align, but it's ROI is for software teams that have 300+ software professionals. Otherwise you could also consider Jira Advanced Roadmaps.

Out of the box it wouldn't be easily achievable and would require you to use Jira Advanced Planner, although this won't provide you with a chart. You can get it to provide an ART velocity. Other than that and assuming you would want can actual chart, then it isn't possible and would require you to make your own using a custom BI tool of your choice.

However, if you want to keep it within Jira, then you still have choices but will mean you'll need to use an addon like https://wombatinvest.atlassian.net/jira/marketplace/discover/app/net.brokenbuild.agile-reports that enables you to setup reports that have been specifically  made towards frameworks such as SAFe, as Jira's out of the box doesn't go beyond the two most used/popular agile approaches of Kanban and Scrum.
