How to set up permissions to work on a plan without access to all usernames in jira?

Hello,
I want to have a customer working on one specific plan. So I grant him the permission "Advanced Roadmaps user". 
Now he also has the right to add users to the access list of the plan or even the program.

Is there another way to configure access so that the user list is not visible? It is absolutely impossible for a client to see the list with the names/mail addresses of all clients.
Every idea is appreciated!

Hi Clemens,

I think you might be able to achieve this by removing your client's  "Browse users and groups" global permission.
